This Cookie Policy complements the Privacy Notice → and details, cookie by cookie, which storage and measurement technologies arc-ielp.com uses, for what purpose, for how long, and whether they require your prior consent under Article 5(3) of the ePrivacy Directive (as transposed in EU member states).
What Cookies and Similar Technologies Are
Cookies are small text files a website can store in your browser. For the purposes of this policy we treat any technology with a similar effect the same way — including browser local storage (localStorage) — since EU law (Art. 5(3) ePrivacy) regulates "the storing of information, or the gaining of access to information already stored, in the terminal equipment of a subscriber or user" regardless of the exact technical mechanism.
How We Manage Your Consent
The first time you visit arc-ielp.com you'll see a banner letting you Accept or Decline non-essential cookies. Until you choose, all analytics and advertising cookies remain blocked by default (Google Consent Mode set to "denied"). Your choice is saved locally and respected on every later visit, until you change it.
Cookies strictly necessary for the site to function (section 3) are not subject to this banner, under the exception in Article 5(3) of the ePrivacy Directive for cookies indispensable to provide a service explicitly requested by the user.
Cookie Categories
- Required for the site, or a feature you requested, to work. No consent required.
- Measures aggregate site usage and performance. Requires your consent, unless it identifies no one (see section 5).
- Measures ad conversions and lets us optimize campaigns. Requires your consent.
- Technology that stores or reads nothing on your device.

Vercel Analytics: Why It Doesn't Ask for Consent
In addition to Google Analytics and Google Ads (which do require your consent because they set cookies), we measure aggregate site traffic with Vercel Web Analytics. Unlike Google Analytics, this tool:
- Does not set any cookie in your browser
- Does not write to or read
localStorage, sessionStorage, or any other storage on your device - Does not assign you a persistent identifier that would let it recognize you across visits or across websites
To count visits without duplicating them within the same day, it computes an aggregate, non-reversible hash (derived from data such as IP and user-agent) that rotates daily and is never stored or linked to your identity. Because it does not "store information nor gain access to information already stored" on your terminal equipment, this technology falls outside the prior-consent requirement of Article 5(3) of the ePrivacy Directive — unlike Google Analytics and Google Ads, which do set cookies and therefore do require your acceptance.
Changing Your Choice
You can accept or decline analytics and marketing cookies at any time via the "Cookie preferences" link in the footer of any page. You can also block or delete cookies directly from your browser settings; note this may affect some site functionality, such as already-authorized access to the partner portal.
